    What’s the TIP?

    The Crystal Beach Lakeview community association has a committee whose purpose has been “To further the Crystal Beach Lakeview community’s interest in the area of anything that relates to transportation, transit, and infrastructure.”
    The committee has changed its name from “Transportation, Transit, and Infrastructure Committee (TTIC)” to “Transportation, Infrastructure and Planning Committee (TIP)”.

    Why?
    The first name, “(TTIC)” was born in the enormous issues the committee was dealing with at the time–construction of Highway 416 and relocation of Acres Road, a bridge proposed to run from 416 through Andrew Haydon Park to Quebec, widening of Highway 417, and the Bus Rapid Transit and Light Rail Transit projects.

    Transit is covered by the word transportation and the committee will certainly continue to deal with transit issues, but the former name does not accurately reflect much of what the committee has been doing.

    The committee has spent a lot of the last few years working on planning proposals, like Ottawa’s new Official Plan, apartments at Bedale and Carling, Villa Lucia, and Bayshore, the Low-rise Urban Design Guidelines, and the Province’s Bill 23, to name a few. That’s not going to change with the new zoning bylaw arriving shortly, short-term bylaws to deal with Provincial and Federal changes to the Official Plan, site plans, a proposed development in Bells Corners, intensification generally, and who knows what else. The name change just recognizes the work the committee has already been doing and will continue to do.

    A past to be proud of
    The community and especially the volunteers who worked and work on the committee had wonderful successes under the old name, such as:
    • Installation of multi-use pathways (MUPs) along the new Acres Road
    • Stopping the bridge through Andrew Haydon Park
    • Keeping the MTO Highway Maintenance Patrol Yard off “our” Greenbelt
    • Moving the Light Maintenance and Storage Facility (LMSF) away from our backyards
    • Collaboration with the Ottawa Carleton Wildlife Center and government on restoration of the Greenbelt wetlands at Moodie
    • Rewriting the Official Plan to recognize that Moodie Station, as a station built on Greenbelt land, is not to be a typical target of intensification.
    Our name should reflect what we do though, so the name of the committee is now “Transportation, Infrastructure, and Planning” committee (the “TIP”). May it enjoy continued success under its new name!

      Thank you to the TTIC / TIP Committee for their efforts on the listed successes!
      These achievements have a great effect on the feeling of our neighborhood.
      The consequences are felt already and would seem to be even more significant as time passes and densification increases.

        Well, thank you, Gemma! That’s kind of you. I appreciate your support. I guess the big issue this year will be the new Zoning Bylaw–the ZBL. The first draft will come out soon, maybe this month. I expect it will burn through a lot of fine-toothed combs!

      Great work to mitigate the worst effects of the BAD PLANNING decisions that seem inevitable with the current council. Stillwater Station in Bells Corners is just one example. Councillor Laine Johnson: “At today’s Planning Committee, I questioned staff about the role of Transportation Impact Assessments (TIAs) when considering new development. Unfortunately, whether a location has appropriate roads, transit, or other links seems to be left out of the decision-making process.         Craig, I share your concerns. Thank you very much for drawing my attention to Laine Johnson’s remarks at Planning and Housing Committee February 28. (https://www.youtube.com/watch?v=CTjULQOkzWQ, starting around 1:11 to 1:20.) I am glad to see them, and must admit I’m really rather pleased to see some anxiety on the part of Planning and Housing Committee.
        Note: Actually, I recommend the whole February 28 Planning and Housing Committee meeting to everybody in CBL. It’s interesting and educational about planning issues.

      Citizens, municipalities, the Province, and the federal government have all agreed to accept a huge increase in density in our cities. Okay. We get that. Now the real work must begin. If we don’t all get our noses to the grindstone on planning, we will make huge mess of intensification.
      It’s not just transportation planning. We know OC transit is in the hole. It’s park planning too. We are “planning” to have a 34% shortfall of park land in the outer urban sector. And it’s infrastructure. At a Planning Advisory Committee meeting, February 22 (not yet posted on Youtube,) I heard that as each lot intensifies, its owner will figure out the stormwater management on an ad hoc basis! As a resident of a community with ditch issues, I did not find that reassuring! And, as I understand it, “small” developments will not require site plans or transportation studies.
      Perhaps we need a masterplan of masterplans or some kind of checklist to determine what density a neighbourhood is ready to support. I don’t envy our councillors and City staff the challenge ahead of them. They will need our support.

      You’re right eh? It is a terrific place to live! I worry sometimes that we’ll get the worst of intensification and none of the advantages. Maybe I shouldn’t fuss so much though; the Official Plan says we’re supposed to develop gradually.
