    Plans for Accora Village

    Ferguslea and Fotenn held an open house on February 19 to share information about re-development plans for Accora Village, the community at Bayshore.

    It is expected that Ferguslea and Fotenn will submit applications for Official Plan and Zoning Bylaw amendments this spring.

    Before that submission, Ferguslea and Fotenn held another meeting, Friday March 20, with a few members of the CBLCA and Councillor Kavanagh to listen to some planning ideas. They deserve credit for their willingness to listen to ideas about how the future village can gain more access to the NCC trail and more connectivity to the greater community. Accora Village could exploit one of their best assets instead of walling it off.

    So far, it appears that no secondary plan will be required for this complicated area where two bus rapid transit lines, highways 416 and 417, Richmond Road, the Trans Canada cycling trail, and the LRT will converge, and the Carling main street will join the Bayshore hub. The process being used is a master plan—in this case, an application by one landowner for amendments to the Official Plan and Zoning Bylaw for multiple buildings at the same time. CBLCA is working to understand the implications of that.

    Numerous concerns will need to be resolved in the planning process, including:  

    • affordable housing
    • tree canopy
    • traffic congestion
    • height and placement of towers
    • adequacy of park and recreation space
    • stormwater management

    and just the impact of a potential increase in population density from an estimated 8,500 to an estimated 26,000 people.

    It is important to know, however, that the re-development of Accora Village is expected to be a slow and gradual process to 2050, and that redevelopment must happen due to the age of some of the buildings. This is an opportunity to make a pretty cool place with connectivity, trees, outdoor cafes, fewer cars, better daily-needs shopping, and nice heathy places to live. In short, it’s an opportunity for Crystal Beach Lakeview to have an improved 15-minute neighbourhood.
