  • New Proposal for 3430 Carling Avenue (Villa Lucia)

    CBLCA

    January 30, 2023
    Transportation, Transit and Infrastructure

A site plan control application has been made to replace the Villa Lucia restaurant building with two apartment buildings. The proposal is for two six-storey buildings with 186 dwelling units, down from the 2021 proposal for two nine-storey buildings. The project extends into the road right-of way. You can see the application and comment on it at https://devapps.ottawa.ca/en/applications/D07-12-22-0177/details. The deadline for comments is February 13, 2023. Comments received after this date will be accepted and considered, however, may not be reflected in the staff report.

Following are two pictures from the proposal’s Design Brief.

The reduced height will be welcomed by neighbouring homeowners, but this is a disappointing, cookie-cutter design of the type recently described in a New York Times article titled “America, the Bland.” It has none of the visual presence of the glass-over-masonry structures originally proposed for the site. Too bad their design couldn’t have been scaled down to a height and overall size more acceptable to the community.

Can you provide a proposed timeline for commencement of construction upon approval and the beginning of the “ lovely” period of noise, disruption and also when whole project would be completed. Thank you.

I’m sorry, I don’t know. It would have to be after approvals of the bylaw exemption and site plan and issue of a building permit, so a bit hard to predict at this point.

The new design is a much better fit and style for our neighbourhood. I’m pleased with the overall look. Just wondering if these buildings are still geared to senior living as it had originally been planned?

CBLCA does not believe the proposal has design or location features that will appeal specifically to the seniors’ market. Rather it seems aimed at the usual young, single, working people catered to everywhere else. You would probably need a car. The local bus provides very limited service and the return stop is on the other side of Carling across four lanes of traffic. The nearest outdoor sitting area would be Dick Bell Park.
